MDE account. That means that most guests would have to make a new purchase of a ticket or AP on-line or over the phone from Disney, or any of the authorized ticket sellers and discounters available, and do so BEFORE they can make any kind of advanced FP+ reservations. And, restating further, there is NO NEED for guests to have a MagicBand in order to make or use FP+.
