I suspect English translation issue somewhere along the way and they meant "snorkel equipment and swim masks".

My DS is a competitive swimmer so we stock up on them a couple times a year. He says they're more like looking thru a peephole than regular non-RX goggles but at least he can see clock so he can watch his intervals at practice. You can also get optical diving masks if you go snorkeling.
I get my son's at Swim Outlet too. I know the eye doctor's office also sells them so maybe that's where the $40 pair came from.
