In my opinion, Toon Town goes against the ideas of Walt Disney. He wanted something that all ages could enjoy. I know some like Toon Town, but for the most part, it is directed at small children.
I think Tomorrowland needs a lot of work before anything else is added. But I agree, New Orleans Square at Disnelyland is fabulous. We particularly loved the Blue Bayou restaurant overlooking the Pirates of the Caribbean launch.
I think you left out a great potential land to be expanded -- Liberty Square. Pop a few of those designs from Disney's America in there and have a go at it.
Also a good potential for an expanded adventureland and frontierland. Either would benefit from an 'extreme' adventure (or 'extreme' true life adventure in the case of frontierland) with a few e-rides thrown in.
