Need help deciding

We are going to Disney the week after Thanksgiving (11/27-12/5 - so 9 days). I have given the itinerary a couple of "down days". I REALLY want to go to Universal to see Harry Potter. So here are my questions:

1. It will be DH, myself, DD (4yrs) and DD (9mo). What else is there to do in the park for the 4 year old??
2. How's transportation between Disney and Universal these days? The thread I read about it was years old. We don't plan on renting a car (will be using Disney transportation) and will NOT have car seats, so renting a car for the day is out.
3. Would it even be worth a day trip over?? Should we just wait for another time or the next time we come to Disney? We have never been to Disney, and likely will not be back for another 4-5 years.

If we don't go, I will HATE that we were so close and didn't take advantage of it. But at the same time, it's a lot of money to spend. DH doesn't think it's worth it if there's not much for the 4 year old to do in the rest of the park. She has seen a couple of the first Harry Potter movies, and loves them. So she is getting to know who he is. But I would love for her (and us) to be able to take advantage of other parts of the park too.
 
There are some great kids areas in both parks particularly Seuss Landing. Other than that so much will depend on your daughter's height and what she is ready for.

Did you see the page on the Universal website showing recommendations for kids? http://www.universalorlando.com/OverviewPages/Rides/ridesforkids.aspx# I would replace the Simpsons with Shrek personally but again it depends on the kid. Getting there can also be a challenge of course. When we stayed onsite at WDW we usually had a car but we've also rented a car just for a day or used Mears Transportation and once used a taxi. Any of this can be costly.
