MNSSHP (4pm onwards) with Fastpass+

So, I'm staying on site, and have purchased MNSSHP tickets.
Can I
(a) get fastpasses between 4-7pm
(b) book them ahead of time using My Disney Experience?

Actually, if it's the same as last year, you'd have to book them between 3:30 and 6:30, even though you can't enter the park before 4:00 with just a party ticket. (Last year FPs with booking windows ending after 6:30 on party nights were cancelled.
