Somewhat OT: I got in trouble for using that word, back in 1984. I was running security for an event, and Wings Hauser's "handler" got sick, so I subbed in. I drove him around, got him to his appointments on time, make sure he got the amenities his contract called for, etc. There was no hesitation using the term amongst us -- the producers, the organizers, the security personnel, and the handlers etc. -- but I casually introduced myself as his substitute handler and he went ballistic. He obviously hates the word. I suppose I would too. I suppose Disney would Disneyfy the word, calling the handlers "hosts" or something like that.
having no top; "a topless jar" bare-tata'ed: having the tatas uncovered or featuring such nudity; "topless waitresses"; "a topless cabaret"

Being topless or bare chested means not wearing any clothing above the waist, exposing the entire torso. The term "topless" is in general only applied to women, though it can be applied to men. en.wikipedia.org/wiki/Topless
Once again ... is Miley bare chested? Is her entire torso exposed? Does she have something on above the waist? Nooo ... she is draped in cloth. While it's not a blouse, shirt or top, she is by definition not topless. She is not fully exposed from the waist up w/her tatas showing.
Note: on the definitions, I changed the correct female anatomy word to "tatas" b/c I didn't want to get points.
