Meet Gaston?

Does Gaston always meet same time/place at Magic Kingdom by his tavern? I saw a few threads mentioning Gaston at MNSSHP-does he appear every year and how difficult is it to meet him at the party? My kids are dressing as Belle and Gaston this year and "must" have a pic with Gaston this October
We have not purchased tickets yet and were thinking about MNSSHP being our only MK day but are undecided at this point. Depending on how late Gaston stays out to meet I was wondering if we could find him before the party starts......decisions...decisions...lol

My friends and I met him over by the tavern in MK. We went over and the line had been cut, so we watched him finish his interactions and did some shopping/snacking in the area. Then we hopped in to start the next line and used it as time to actually sit down and relax. We waited about 20 or so minutes and were the second group in line. We were there for the last or second to last meet of the day, somewhere between 4 and 5.
