Main Street Station games?

I have a pretty random question but what's up with all the old penny games and old view master on top of Main street station? The last couple of times I've been there all of them were completely broken. I'm assuming they once worked and think they really add to the feel of the station but it's depressing that they're sitting there trashed. Anyone know how long they've been that way or if Disney ever repairs them?
