Are there any rumors of disney adding charging to magic bands for annual passholders?

No, you must have a resort reservation to use the MagicBand for purchases. The purchases post to your room account and then the room account balance gets charged to the credit/debit card on file at the resort.

Haven't heard anything about it for AP holders. I think Disney only allows it for Disney Resort hotel guests only for security reasons. It's only on when the reservation is taking place, and turns off automatically after that.
