Magic Band ???'s (new to these)

We will be in WDW in November.
I know that we will receive Magic Bands in the mail and already have MDE set up and have made dining reservations.

Question--I see the character bands for sale and love them. If we are receiving bands in the mail, how do you "transfer" bands? Do you let Disney know you don't need the standard ones they send, or do you have to get them anyway?

I don't want to buy the bands if we won't be able to use them. I'm wondering if those are for people not staying on property.

You don't transfer anything. You just purchase the new band, have them link it to your account and off you go. The one you received with your room reservation will still be linked, so you could use that one also.

As PP said, buy any band you want, activate to your MDE and you are good to go.
Disney will send you one for each guest in your party
You can decline bands but only if you have had one in the past year. A first time guest will get them.
You aren't required to use them but you'll get them
