Sure, my dd and I went in December 2004, she was 6 then. It's a semi-casual place, plenty of families, feels like you're in a "nice" basement. Dress is casual, park attire is fine. They have a full kids menu (like all the other Epcot restaurants). My meal wasn't so great but that was because I ordered something I shouldn't have. The cheese soup and pretzel bread was great.

Of course! We ate there last September and everyone was dressed in typical theme park attire. No one was dressed up. There were a whole table of ladies with Gold Mickey Ears and custom purple shirts ......so don't worry about dress.
As far as kids at Le Cellier...it will be fine! We had our herd in there and it was no different eating at Le Cellier than anywhere else. The kids really loved their cute chocolate Moose dessert!
