I think it would be okay. But if he doesn't feel it is than he is not going to enjoy the party. He will be worried the whole time that someone is saying something about him.

I would think it would be okay but I wouldn't doubt if some of the characters might give him a hard time about it. (Since it's a character from the "competition")

Disney does have some guidelines on their site for costumes. They do say something like nothing scary, I think!
