Native Floridian here with some of my own experiences on products and the heat.
First off, as much as I wish it were the case, finding such miracle products that are also at a bargain price is near to impossible. Heck, I have a hard enough time finding such miracle products at ANY price.
I am a bit of a beauty product snob though and rarely buy drugstore products unless I'm in a real financial bind. Unfortunately even my brand name Dior and Chanel products melt right off of my face at Disney in the summer heat regardless of multiple touch ups. We went in July and the pictures of me were just terrible with no evidence of makeup, just a sweaty mess.
I have never tried mineral makeups since I'm not a huge foundation user. I've heard they are tricky and time consuming to apply. However, they are gaining such popularity that even the drugstore brands are making them now. If they are cheap enough it may be worth a try. I still don't know how the makeup holds up in brutal Fl humidity.
I swear by tinted moisturizer instead of foundation in the summer. Summer makeup shouldn't look heavy, dark, or cakey anyway. It should be dewy and translucent. Besides, no matter what you put on your face is going to look dewy by the end of the day anyway. At least when tinted moisturizer melts off your face you won't look like a scary Halloween makeup experiment. Plus if you get one shade darker than your skin, you can highlight it on cheekbones, bridge of nose, temples, and chin for a sunkissed look.
I can't recommend a good cheap drugstore mascara as I know of none that I have liked. I fork out the $20 for Lancome or Dior..not much else to say there.
I have mucho experience in the self tanner dept. I am ghostly white living amongst many bronzed beauties here in Fl so I constantly feel the need to keep up. Unfortunately I have yet to try any product that gave me anything remotely close to a natural looking tan. Again, I am extremely pale though and darker skin tones have better success at these products than I do. Please keep in mind that the biggest hazard with sunless tanners is staining. When you sweat, the bronzer ends up staining your clothes, shoes, or anything else your damp skin is in contact with. I have found this to be the case with the gradual tanners as well as the instant bronzers. Having said that I think that self tanners can be a very individual thing. What works great for one person's skin tone can be ghastly for another. If you are super pale for me, the closest thing to a natural tan (which still isn't all that close) is a gradual tanner or the lightest shade of a self tanner. I actually don't mind banana boat's self tanning foam too much. It is dirt cheap and smells horrible but leaves okay results. Plus, I like the tinted foams because you have a better idea of how evenly you are applying it.

I don't have enough time in my day to fool with that stuff--I've never found one that isn't a complete pain to put on, then add the drying time--forget it! Then it starts to streak off if you sweat a lot. I find the junk all over the inside of my workout clothes every morning. So I've given up on it!
