I'm not a huge fan of shorts, either- I have one pair that reaches to my knee and that is it. I bought a couple shorter pairs for a WDW trip a couple years ago and never touched them. Don't buy 'em if you hate 'em. You're right-- you'll never want to wear them, even at WDW. Clothing should be comfortable to your body and comfortable to your spirit as well.
What I wear in the summer are lots of skirts-- mostly slightly above the knee, some to the knee. They are as cool as shorts and I feel less clumsy in them. I do wear capris but not in hot hot weather-- then I wear the skirts. Need that air flowing. I get lightweight denim (Gap, olg Navy), khaki skirts-- sundresses are fabulous too and nice and cool. I feel great in them and never miss shorts. And casual skirts like that look fine with sporty sandals or sneaker (with anke socks) or whatever your athletic footwear of choice is.

(on edit... I just realize that doesn't solve the "shaving issue" well, decide what matters to you. If you don't feel like shaving, don't do it. They're your legs. But if you think legs should be shaved, well, you know, I agree shaving is a pain, but its not that bad. You don't have to get fancy-- all you need is a pink razor, and hot shower, a bar of soap, and two extra minutes of your life. Believe me, I let the shaving go myself from about October to April, but I do suck it up in the summer.)
