It happened to me in Georgia :)

My parent sent my brother and I to buy beer for a 4th of July party. He was 19 and I was 22. I was purchasing and paying; he was there to help load the cases into the car. And yup, they refused to sell to us.

(I was annoyed at the time, because we were all busy preparing for a 75 person party, but I remembering that 'yeah, I guess this does look suspicious.' We asked the manager if I could come back with my mom to get the beer, and he let us do that)

Actually, that's illegal too. The difference is, if you are doing it on store property, the legal obligation of the store is to call the police. That is how they would be fined/lose liquior license in that situation (if they didn't call). Whenever you are in the same party, the store/restuarant is considered to be selling to all of you, not just the person paying. If you are off store property sole distribution to minors fall to you.

Think about it. When a someone who drinks & drives gets caught, it is also the responsibilty of whomever served the person. How many times has someone asked "How could _____ let that person drive drunk? What was that bartender thinking serving someone till they were that drunk?" It's the same things with guns. When a minor shoots someone (even accidentally), the parent is held up to fines, jail time & loosing custody of all kids for not having the gun put up out of reach.

The rationale is it doesn't stop it all, but it cuts down on some of it. Underage drinking. And the store doesn't care as much about losing one or two customers, than losing its entire ability to sell to everyone and paying fines in the thousands of $$$.

Also, Fridays should accept any official state ID. That is not a Fridays policy, but that store/manager policy. I was shocked by that.

I remember forgetting my ID in the car. The clerk was shocked when I actually reappeared a few minutes later with my ID in hand. The moral of the story, if someone doesn't have ID with or is underage, stay out of the store.
 
I say card everyone. Even if they are a centurion. Then when they complain say you are blind. If they say "How did you know someone was with me" - tell them it's your "spidey-sense"
