I have reservations with all three for an upcoming trip in December and was wondering if the second driver is free or an additional charge. Last Spring, there wasn't a charge with Budget but their rates are still too high right now.

Dollar has an additional driver charge. National and Alamo allow a spouse as a free additional driver if you're a member of their club (Emerald Club for National and Insiders for Alamo).
