Yes. Dining reservations are separate from your package. You don't even need a package, or even a resort room, to make dining reservations.

PP is correct. I used a TA last year, but I booked all my owning dining and shows.

Exactly. I had a friend book my room only this year because I wanted to give her the booking. I choose to do everything on my own, so she really just quite literally got the room reserved for me. However, she is willing to make ADRs, advise on what to do, etc.
