With a park hopper, am I guaranteed to get into DL after 1? I just want to be prepared if I can go in August. I'm out of state. Starting the day at CA Adventure won't be my first choice, but will take it if that's all I can get. I also don't want to go ONLY to CA Adventure.

No, but if the park has "vacancy"/capacity, then you will be able to enter. It is a game of tetris.

I understand the capacity limits, but I have to say I would be disappointed if I paid for a park hopper and couldn't use it.

I think Disney has accounted for park hoppers by limiting the capacity more than they are required too. I would be surprised if anyone wasn’t able to park hop after the 1 pm time.

Disney does have the data for all this and probably can make a pretty accurate guess to the crossover demand. The unknowns are the time limit restriction and new restart opening after closed for a year.

There probably will a bit more balance come june when avengers campus opens to keep more at dca. I bet it'll be good days to get rotr in early June and have lower waits on the dl side

With the availability calendar split between 1 park per day and hopper tickets, meaning hoppers are in their own bucket, I would have to think Disney is prepared and capable of allowing hoppers to move between parks without issue.
