My stepson will turn 16 on the day we get on the Dream. Will he need a photo ID or is just his birth certificate enough?

The minimum requirement for a US citizen on a closed loop cruise is a birth certificate plus a government-issued photo ID for those 16 and over.

So, yes, he will need a photo ID.

Unless he has a passport. In that case, that's all he needs.
