It's not his responsibility to help her if she OD'd. She has friends and family to help her. If he was concerned, he can call 911. He doesn't need to go over her house and he certainly has no reason to have a cell phone she provided for him.
It's not so much the other woman that is the issue. The fact that he continues to lie to you and cover things up is. Has that been brought up in therapy?
