?? how to make altered paper clips

this is probably a silly question, but I want to use some flowers on the paper clips, what is the best way to adhere them?

I have used glue dots in the past and put something on the back- a small piece of cardstock or something to hold the other side of the glue dot (I hope I am making sense).
