According to the WDW website the child must be at least three but they don't list an age limit. Can't comment on which place is better since I don't have a little girl. I've seen young girls ranging from 3 up to the tween age that have been to BBB. I think it's definitely really special. I would have loved that as a little girl.
AGE: I know it says 3 -but this year one little girl seemed younger -- could have just been her though. DD did it at 4 and at 5 (This year)

This year: MK
DTD location wasn't as cramped -- MK very cramped - I was constantly getting bumped by other parents and kids and hard time watching DD get her treatment as her chair was the very first one.
MK location was "more special" because it is in the Castle - and the Fairy Godmother came in to visit the "princesses"
