New (50th Anniversary) Pal Mickey can only be purchased at the parks and resorts.
He costs around $69.
You can find him on EBAY, but be careful... make sure you know WHICH Pal Mickey they are selling.
The "original" Pal Mickey (very similar) has been discounted in outlet stores for around $20 (orig. $50 at WDW) and he still works fine (less a few "new" things that the 50th Anniv. PM says).
If you want the "new" Pal Mickey, you can just wait until you come to WDW.
He can be found at every resort gift shop and and many locations at all the theme-parks.
