How do you... Make picture have Opacity?

I don't know what the techinical term is... but I am trying to make a picture be the background and have somewhat of an opacity? How exactly is this done on Photoshop? Anyone help?

Just above your layers is a sliding bar. Use that to reduce the opacity.
