How can one visit resorts?

Never had a problem, many do try to use the resort parking to avoid the large parking lots. BCV, BWV, Poly, VF and BLT are the prime offending lots. Just because you are a DVC member, doesn't give you parking rights.
 
We do not have rights to the properties simply because we own. But, since last year, they have been clear that those that drive to a resort need a dining reservation. If arriving by Disney transportation there is no problem in visiting.
 

How can someone visit a resort for shopping etc.?

Of course, you're fine if you're on a Disney bus. However, we used to drive to other resorts to shop, eat fast food, when staying at OKW pre-Covid. Not sure if we can now.
 
We don't stay in the parks all day so we typically will visit other resorts mid-day after we leave the parks from the morning.

What we do:
AKV - Bus from AK (we then will bus to a Moderate resort to look around since we have never stayed at any or Disney Springs)
CCV - Boat from MK (we will then take a bus to Epcot and walk through on our way back to BW or RIV)
POLY/GF - Boat or Walk from MK (then walk over to monorail to go to Epcot)
BLT - Monorail to BLT and walk back to MK (or whatever direction that monorail runs that is the shortest ride can't remember off top of my head)
SSR/OKW - We walk/boat from Disney Springs (walked the whole way last time with boats down)
BWV/BCV - Walk from Epcot (although we stay at BWV or RIV so already really there)
RIV - Skyliner ride from HS and walk through Caribbean beach
 
As of late August, we were able drive into the Polynesian to grab quick serve food and a dole whip. We asked the guard nicely and let her know that we were staying elsewhere on property. She let us in, but also let us know that they can allow people in to eat/shop UNLESS it's before noon, or all day Friday, Saturday, or Sunday.
