Can guests wear costumes for the event in Magic Kingdom?


-Guest can wear costumes after 8:00 only on the night of October 27th. You will need to follow the Disney Costume Guidelines. Please do not show up prior to 8:00 pm . If you are in the park prior to 8:00pm you will need to exit the Magic Kingdom (R) Park and area until the event begins at 8:00pm.

No that is not a new policy for the Happy Haunts Ball. This is not an "hard ticket event" like MNSSHP or MVMCP. This is considered a "Special Event". Because it is a "special event" they don't want people running around in their costumes during regular park operating hours. Unlike MNSSHP where a majority of the people in the park after 4 are there for the event anyway.

But I thought at last year's HHB no costumes were allowed, just face painting?

I am not sure if the policy was no costumes. But I know that people did wear them. Perhaps they just changed it to say that you could since people do anyway.
