HELP! Use Year Question

I am currently looking into buying. I saw a listing with a December use year.

1. Does this mean that each year I can't make reservations until Dec. 1st?

2. If the above is true, will this block me from being able to visit WDW December - May because I'd have little chance of getting the dates I want since I'm calling in December?

Please let me know. I am supposed to make a decision on tomorrow. Thanks!
 
No- Your Use Year is the month when your points will be renewed each year, but it has nothing to do with making reservations.

Reservations may be made 11 months in advance at your home resort and 7 months ahead for any of the other DVC resorts. As long as you will have enough points available at the time of your trip, you can make the reservation as far ahead as 11 months.

I have a December use year and go in January every other year. You just have to have enough points for when you travel and keep within the booking window (i.e. 7/11 months). Also, don't forget that you can bank/borrow if needed. Good luck with you decision!
