I would think so as my daughter brought hers along in her purse.
She flew to Vegas last month and had a plan worked out to foil any attempts to take over the plane. She had a small aerosol can of hairspray and a lighter to make a mini flame thrower if need be. I told her she was nutz and that they wouldn't let it on the plane but she was searched and they did not take either away from her. I know it sounds silly but believe me she was ready to use it and it made her feel better having it handy. ;o) If you are worried about it bring a pump instead of aerosol.
