What time would guest services be open to activate APs?

Ticket Booths and Guest Relations windows can activate APs.

If the park has regular hours open at 9AM, Ticket Booths and Guest Relations windows outside that park open at approx. 7:30AM.
If the park has AM EMH open at 8AM, Ticket Booths and Guest Relations windows outside that park open at approx. 7:30AM.
If the park has AM EMH open at 7AM, Ticket Booths and Guest Relations windows outside that park open at approx. 6:30AM.

Guest Relations "Welcome Center" at Disney Springs is open from 10AM-Midnight daily.
