The vouchers (or exchange certificates as they are called on the members site) must be redeemed the same way as outright purchase of a pass - the member with a blue card must be present and all adults must present ID. I am fairly certain these vouchers will have some DVC-specific language on them concerning the procedures for redeeming them, and thus the vouchers would be of no use to non-DVC members.

However, this brings up an interesting question: What if a member's adult children living at the same address (but without blue member cards) travel to WDW without the member but with AP vouchers purchased by the member? Will they be able to redeem them? These people are eligible to receive the discounts according to all the rules, but will not have a blue member card to present when redeeming the vouchers. I wonder if it will be acceptable to present the member's ID card without the member being present.
