Guaranteed Balcony vs. Guaranteed Neighborhood Balcony

Looking to book our first RCCL cruise and would like a regular exterior balcony overlooking the ocean. Does anyone know if the Guaranteed Balcony fits this? Don't want to be overlooking Central Park or the Boardwalk. Thanks for the help!
