We will be arriving on Oct 7th. We will be staying at the BWI so we would like to eat at EPCOT on our first night and hopefully see Illuminations. We are thinking about trying Le Cellier. My question is what time should I try to get ADR for so we will be finished in time for Illuminations? We will probably be having a late lunch due to our arrival time, so we won't want to eat too early.

I think you should plan your ADR at Le Cellier no later than 7 PM. I found it took about an hour and a half from start to finish, and you want to be done in enough time to be able to find a spot to watch Illuminations.
I am sure others will have their thoughts too.

You might want to try to go a bit earlier than 7 PM because there is no guarantee they will seat you right at 7 PM. We went in October last year and never had to wait past our ADR time, but you never know. People who check in on Sept. 30 are eligible for free dining through Oct. 9, so the restaurants could still be quite crowded on Oct. 7.

The night we ate at Concourse before SpectroMagic we ended up rushing and it wasn't very pleasant. Better to have extra time after dinner than not enough. I would plan on a light lunch.
