Fries Available....Extra OPP?

In the TS meals where it says "soft drinks and fries available upon request..." on the kids picks meal (ex: 50s Primetime) , do you have to pay extra or does that come with the chicken nuggets or hotdogs or meatloaf? I noticed on the complete meals, they have sides listed.

They recently changed the kids meals from including soda and fries to now including milk and possibly applesauce or carrots; so they are just saying that you can substitute in the fries and soda.
