We are wanting to go during free dining again this year. Is it true that a travel agent can change your dates to the free dining period even if you already have a reservation?

From what I've been to,d by Disney you can change your reservation but the reservation you are changing to has to qualify. Seems like they are limiting the rooms and types at many resorts.
