If I and one child have a FP+ for the EPCOT Character Spot and I give my band to child two, can they do photos together as long as my DH and I do not do the photos? In other words, can I be with them for photos without the FP+ as long as I am not in them?

Everyone who enters a FP line needs a FP unless they are 2 or younger.

If you want to free up some FPs, you can always utilize Rider Swap if the kids are too short to ride height restricted rides or if they aren't brave enough to ride.

Like previous response say, you must all have a fast pass, but honestly we waited like 10 minutes at the character spot near the beginning of the day. I wouldn't worry about it.
