What is the earlist time they start handing out fastpasses in each park?

It depends on the season. During the slow season many of the fastpasses do not open till a couple hours after the park opens

During our trip 3/25-4/1, the FP machines were open as soon as the park opened.

We will be there July 16 - 22. I'm trying to plan for Animal Kingdom and Epcot.

Although we have not been to WDW in mid-August we have been four times in June. I have never arrived at a park with a FP machine closed. And we normally get to all the parks at opening. That being said, for Frontierland at the MK for the first few hours you can ride Splash and Big Thunder with no waits. I know FP for Test Track and Soarin' at Epcot open when the park opens.
I believe that along with the season (busy or quiet), the Cast Members on duty can determine by the crowd size whether FP is needed or not first thing in the morning.
