fastpass tiering

We have not been to WDW since December and not in the recent loop for info with FP+. I was wondering:

1. Are the selections still on a tiering system and is it all all 4 parks or just Epcot and HS?

2. How does the new 4th selection work if your 3rd scheduled selection is say Illuminations or Fantasmic?

Only Ep & HS have the tiers.

If you have Fantasmic etc as a fp, then you won't be able to get a 4th fp until that has been used, effectively preventing you from using more than 3.
