I pulled that from Deb's site at allearsnet.com. From my understanding, extra magic hour is at 8am for resort guests and then at 9am the park opens for all others.
I was at MK last month and Haunted Mansion, along with the mountains and WDW Railroad opened at 9 with most of the park. Adventureland (including Pirates of the Caribbean), Toontown, Country Bears, Liberty Belle Riverboat, Hall of Presidents, Tom Sawyer's Island, and Timekeeper did not open until 10am.
I don't know if it's open on Extra Magic mornings, but when I went on Philharmagic, it was on a non-Extra Magic day and it opened at 9am. Got into the first show of the day- no lines, no crowds. It was great.
