Just a couple of thoughts...
Just as an example of DTD hotels being considered WDW / on-site hotels, the Hilton at Downtown Disney is called the Walt Disney World Hilton.
To me, I think the resorts board is meant for Disney owned & Disney run resorts. While all onsite, the Swan/Dolphin & DTD hotels are neither Disney owned or operated.
So why does the Swan/Dolphin get a free pass? Two reasons:
1. While they are neither Disney owned or Disney run, they are more closely connected with the other actual Disney resorts, and not just physically, but also in terms of transportation and other Disney resort privelages (with the exception of room charging privelages in the parks).
2. Swan/Dolphin is the sponser of the resorts board and therefore is allowed to be discussed there and they get their own "stuck" thread at the top of the board.
