Based on reports from last year, things begin to come down as soon as the festival ended, but were taken out in stages (i.e., everything didn't disappear overnight). So if you get there soon after the festival ends, it seems possible that a few topiary might remain (not sure which ones). There are always flowers in Epcot. I would guess the butterfly house, any tasting kiosks, and the festival center will be gone/closed.
Yes, the F&G Festival ran from March 6 to May 19, 2013. So if you were there anytime in March starting on the 6th, you would have seen the F&G Festival.
We went last year at the end of the festival. Some things went away overnight, others lingered for 1-3 days. If I remember correctly, I do believe the topiaries were of the first to go.
