Yes! Of all the evening EMH's, it was the one we got the most out of. It wasn't very crowded, and we were able to tour all of the major attractions. (though we weren't able to do all of the park) The MK evening hours were worthwhile, but they were the most crowded. There was no MGM evening EMH while we were there. At Epcot, we managed to keep going on rides until midnight, but largely because there was so much distance to cover. WE entered through the backside for a stroll-around dinner at around 8pm, and the nearest place to get bracelets is all the way over by future world - so we didn't get over there until after the fireworks were over. The line wasn't that long, considering the timing, but then we had to walk all the back to ride the Norway ride.
My best tip would be to avoid waiting in a long line for a bracelet at any of the parks. A line forms when they first start giving them out (and again at park close), and they have to check each person's room key, so the line isn't very quick moving. The first day we did this because we thought they might run out. Later, all evening, there were CM's with bracelets just standing there with no line. I never did find out if there is a limit to the number of bracelets per night, but for our trip, the best time to get one - was between the two times, assuming of course that you will be walking by one of the distribution areas.
