What exactly does it mean when it says:

reservations thru the advent. coll., con. coll, or disney coll. may not be requested in the last 60 days of you UY for stays that take place during the last 60 days of your UY.

does that mean that if my use month is oct. then i can't book a stay for those collections within those 60 days, for those 60 days?

Just clarifying.
 
No. It means that you can't make a reservation for a stay in those collections if that stay is in the last 60 days of your use year AND (and this is the crucial point) you make that reservation during the last 60 days of the use year. So, you can travel using those collections during the last 60 days of your use year as long as the reservation is made before the last 60 days of the use year begin.
 
The reason being is they need to turn your points into cash and they need a certain amount of time to do so. 60 days is just too little in their eye to work with.
