My DD will be nearly 2 when we visit Universal Studios this year. Does anyone know if the characters like Dora the Explorer are ever seen?

Yes. Usually the front of the park, she's out with Jimmy and Spongebob too.
Your best bet is to talk to the host out front of Silver Screen Collectibles to see who will be out and when.
