Dollar at Tampa Airport

Flying into Tampa and got a good deal on a car through Dollar. Can I just go to the garage and pick out a car (obviously within the class I rented) or do I have to go to the counter?

Sorry, can't help you with regards to Dollar, but I have used both Budget and Alamo at TPA. I did pick my own car with Alamo after using the kiosk. With Budget, I signed up for Fastbreak and went straight out to the garage counter and was assigned a car in less than 5 minutes - easy peasy.
