Do you pay a rental fee for your propane tank?

We have an underground propane tank and the gas company that owns the tank is charging us $165 a year. Is this normal if you are a current customer? I looked on the contract and it mentioned a rental fee as determined by the company, so it sounds like maybe its negotiable? Just trying to find out what the norm is.
 
We have a 100 gallon tank that is behind our house and yearly rental is $65.
 
Ours is not underground, nor do we pay a rental fee. It does have the propane company's name on it (well the name of the company from before they were sold twice), so they own it, not me. As I understand, if I change providers, they will buy the propane in the tank back from me and haul away the tank.
 
We used to have a 500 gallon underground propane tank. Natural gas became available in our neighborhood and we switched (it's much cheaper!). The rental fee on our propane tank was $125 per year. When they dug it up, it cost us about $100 out of pocket. They did buy back the unused propane at the price we paid for it but deducted a 35 cent per gallon pumping fee and charged us around $400 to dig it up. We had to fill in the giant hole it made in the yard with fill dirt.

We are very, very glad to be done with pricey propane.
 

Around here if it's buried you pay a rental fee. If it sits above ground there is no fee.
