I asked about Chip'n pin and they looked at me as though I'd lost my marbles, so - no - they don't use it. They DO ask for photo ID now though, for us, the first time ever.
Some places use chip and pin, like Wal-Mart, but in some resturants you will find that you don't even need to sign for it, just give the card, this is true at the WDW restaurants.

Got back last week, and we didn't use chip and pin at all, just our autograph as the CM's at WDW put it - makes you feel kind of special!.
At Walmart I signed the screen and my sig printed out on the receipt.
