After getting several weeks of runaround between BAGS and Delta, the airline has finally agreed to refund my SIL the $100 overcharge for their one bag. Neither side assumed any responsibility for the error but Delta has at least acknowledged one was made.

Now the promise of a refund and its actual appearance on your credit card statement are two different things, so we'll see...
