Do you have to be staying at a Disney resort to make use of the free Disney bus system

Nope. There are very few times when you would be asked to show a resort ID in order to use any of the WDW transportation. That would only be in the case of days where the parks were closed to any one other than a resort guest due to crowds.
So.....you are free to use any bus, boat, monorail you want to.
