difference in parks peak vs value?

Is there a difference in the parks in peak times vs value times? Like are there less rides going, less characters walking around?

We have gone at Value time, and loved it! There are far shorter wait times, less crowds period. I haven't noticed that any rides were closed, but they will probably run less cars on the rides and there may be fewer show times. However, that never affected our experience! Going during Value times, we never waited longer than 15-20 minutes for anything - AWESOME!!!
 
One thing about "peak" park times: the parks are open much longer (much later at night) than during "off-peak" season. Except for parks with evening EMH, I don't think any parks are open past 9:00 or 10:00 at night when we go in October. But the trade-offs are great - shorter lines, fewer people, cooler weather!

Park hours are shorter, less shows (ie:one showing a night of Fantasmic and maybe only once a week instead of every night), and to dispel a common myth, the characters do not really "walk around". My DS's friend was very disappointed when she was at WDW and Mickey wasn't just walking around like in the commercials. There are set times to meet the characters at set places. Just an FYI so you're not disappointed like she was :) . Also, some things (like Carousel of Progress) may not be open, and also some restaurants may not be open (like Pirate Y el Perico).

I too would like to know during the "off-peak" season's what the average wait time is for some of the bigger, more popular attractions. I have been to the world about 15 times, but only 2 times coming in off-peak times....coming over ten years ago. Thanks to anyone who who provides any info.
 
There are certain downfalls to off-peak travelling, including the closure of certain attractions, shorter park hours, refurbs are generally scheduled, etc.

These days that isn't seeming to make a difference... I am going for 2 weeks covering 4th of July and with the exception of 7/4 none of the parks are open past 10 anyways (besides EMH). I was kinda upset about this since 2 years ago when I went at the end of June we were in MK til 2 or 3 with EMH.
