My daughter was 10 the first time we rode with Randi, so I have no first hand experience with younger children or the "seat belts", but she had never ridden before and was pretty nervous. They found her a really quiet, gentle horse and rode beside her leading the horse until she felt comfortable. Now the last 2 times we've been to Mazatlan she's been trying to race me down the beach!
We did ride in a group once that included 2 adults and about 8 small kids (probably from about 4 y.o. to 10). They got really gentle horses (they do a great job giving you horses that match your riding ability) and I'm pretty sure the younger ones were led by guides the whole time. Everyone had a great time, and most importantly, no one fell off!
I think your kids would be okay, but only you know what you'll feel comfortable with. You could do a search for others' experiences with Randi over on the Mexican Riviera board on Cruise Critic, maybe even post a question about specific experiences with young kids.
